Duli Yang Teramat Mulia Raja Puan Muda Kedah Che Puan Muda Zaheeda Binti Mohamad Ariff was appointed to the Board of OIB as Independent Non-Executive Chairman on 18 March. DYTM Tuanku Che Puan Muda Zaheeda did her LLB (Hons) at the University of Wales, College of Cardiff, United Kingdom (“UK”) and her LLM (Commercial Law) at the University of Bristol, UK.
Upon returning from the UK, DYTM Tuanku Che Puan Muda Zaheeda worked at the Arab-Malaysian Bank Berhad (now known as AmBank Berhad) whilst pursuing her Certificate in Legal Practice. Thereafter, she chambered at Messrs. Azman Davidson & Co. and continued to practice there for a few years before returning to the UK to work at Construction Contracts Consultants as a Non-Practising Barrister.
Thereafter, she returned to Malaysia and started her journey in the tele-communication sector for close to a decade; Malaysian Communications and Multimedia Commission, then Motorola Electronics Sdn. Bhd. and DIGI Telecommunications Sdn. Bhd.. Her career then moved on to the water and waste sector where she stayed for almost 17 years. She led the Legal Department at Indah Water Konsortium Sdn. Bhd. before moving on to Pengurusan Air Selangor Sdn. Bhd. where she was the Head of Legal & Company Secretarial Department.
DYTM Tuanku Che Puan Muda Zaheeda was also the Acting Head of Legal & Corporate Secretarial Department at Air Selangor Holdings Berhad group of companies until her retirement recently. DYTM Tuanku Che Puan Muda Zaheeda is an Associate member of the Chartered Institute of Arbitrators (CIArb) and a member of the Institute of Corporate Directors Malaysia (ICDM).
DYTM Tuanku Che Puan Muda Zaheeda is also the Independent Non-Executive Chairman of PMCK Berhad.

Mr. Khoh Why Way joined the Board of OIB on 1 August 2025 as Executive Director & Chief Executive Officer. He holds a Bachelor of Commerce from Deakin University, Australia. He has served as an Executive Director of several subsidiaries of OIB (collectively “OIB Group” or “the Group”) since 9 February 2015, bringing over a decade of professional experience in property development, construction operations and property investment.
Mr. Khoh has played a key leadership role in driving the Group’s growth, successfully overseeing the execution and completion of numerous development projects across the Group’s portfolio. His extensive involvement across all phases, from strategic planning and design coordination to construction management and post-completion operations has equipped him with a comprehensive and practical command of end-to-end development process. His focus on design efficiency, cost control and operational excellence has consistently contributed to the delivery of high-quality projects.
In addition to his development and construction responsibilities, Mr. Khoh brings valuable experience in property investment including asset planning, market positioning and return optimisation. His ability to evaluate opportunities, streamline operations and build long-term value reflects a strong commercial mindset aligned with sustainable business growth.
Outside of the Group, Mr. Khoh also serves on the boards of several private limited companies where he contributes to strategic business development and investment-related initiatives.

r. Low Kok Shen joined the Board of OIB on 1 September 2016 as Executive Director & Chief Executive Officer. On 1 August 2025, he stepped down from the role of Chief Executive Officer and continues to serve as Executive Director. He holds a Bachelor of Science in Civil Engineering from the University of Toledo, USA.
Prior to joining OIB, Mr. KS Low managed his family business beginning in 1999 where he gained experience in business operations and strategic management. He has more than two decades of experience in property development and has been involved in the successful delivery of numerous development projects across OIB’s portfolio.
During his tenure as Chief Executive Officer, Mr. KS Low led the Group through several phases of growth supported by a focus on operational discipline, product quality and effective execution. His leadership contributed to the strengthening of the Group’s development capabilities and the expansion of its project portfolio.
Mr. KS Low also serves as a Director of various subsidiary companies within the Group. Outside of the Group, he sits on the boards of several private limited companies involved in real estate and property development. Mr. KS Low’s extensive industry experience and leadership background continue to support the Group’s long-term progress and stability

Mr. Low Kok Yu, Kolby joined the Board of OIB on 1 August 2025 as Executive Director. He holds a Bachelor of Architectural Design from the Royal Melbourne Institute of Technology (RMIT) University, Australia. He has served as an Executive Director of several subsidiaries of OIB since 1 July 2018. Mr. Kolby Low has more than 7 years of extensive professional experience in property development, architectural design and construction operations.
Mr. Kolby Low has played a key role in the successful delivery of various development projects across the Group’s portfolio. His architectural background, combined with hands-on project execution, provides him with strong technical insight across all stages of development from site planning and design coordination to construction management and post-completion maintenance. His approach emphasises the integration of design excellence with operational practicality.
Currently, Mr. Kolby Low is expanding his skills in marketing, supporting the Group’s initiatives in branding and customer engagement.
Outside of the Group, Mr. Kolby Low serves on the boards of several private limited companies where he is involved in business development and investment-related initiatives.

Mr. Low Chee Peng joined the Board of OIB on 1 August 2025 as Executive Director. He holds a Bachelor of Engineering (Civil and Infrastructure) from the Royal Melbourne Institute of Technology (RMIT) University, Australia. He has served as an Executive Director of several subsidiaries of OIB since 1 July 2014, contributing over a decade of experience to the Group.
Mr. CP Low currently oversees asset management and property investment holding activities. He plays a pivotal role in managing the leasing and tenanting of various industrial and commercial properties, with responsibilities spanning tenant relationships, lease administration and property maintenance coordination. His efforts support the Group’s objective of maintaining high occupancy rates and sustainable rental income.
In addition to his current focus, Mr. CP Low brings early-career experience in construction operations, giving him a solid technical foundation and practical insight into property development lifecycles.
Outside of the Group, Mr. CP Low also serves on the boards of several private limited companies where he contributes to strategic investment and property-related initiatives.

Ms. Goh Joo Seong, Cindy was appointed to the Board of OIB as Independent Non-Executive Director on 5 May 2022. She is a Litigation Partner at Cheang & Ariff since 2005 and leads the firm’s Intellectual Property (“IP”) & Technology Department. Ms. Cindy Goh is the Chairperson of the Malaysian Bar Council IP Committee and a Council Member of the Asian Patent Attorneys Association.
Ms. Cindy Goh also serves as committee member in various other IP organisations. She has more than 2 decades of private practice experience and has handled many high-profile cases in different areas of law including IP, company law, commercial disputes, tax disputes, land disputes and banking.
Ms. Cindy Goh is recognised as a leading lawyer in Malaysia by many independent publications such as Legal 500, Chambers Asia Pacific, Asia law, Managing IP and Who’s Who Legal. She was awarded the ‘Asia Pacific Female Lawyer of the Year Award 2022’ and second runner-up under the category Lawyer of the Year Award 2020 in the Benchmark Litigation Asia-Pacific Awards and had won several other awards for the firm.
She is an Independent Non-Executive Director of A1 A.K. Koh Group Berhad and BP Plastics Holding Bhd., as well as a Director of Asian Patent Attorneys Association (Malaysia) Berhad.

En. Ahmad Tarmizi Bin Mohamed Hariri was appointed to the Board of OIB as Independent Non-Executive Director on 22 November 2022. He is a member of the MIA and the Malaysian Institute of Certified Public Accountants.
En. Ahmad Tarmizi started his professional career in 1987 with Island & Peninsular Berhad (“I&P”) and left as Group Finance Manager 7 years later. After a brief stint as Corporate Finance Assistant Manager in Bumiputra Merchant Bankers Berhad, he returned to I&P in January 1995 as Head of Finance, Assistant General Manager level. He left in 2000 as Acting Director and became Group General Manager of Syarikat Perumahan Negara Berhad for 4 years.
En. Ahmad Tarmizi then moved to Ahmad Zaki Resources Berhad in December 2004 as Corporate Finance Director before joining Padiberas Nasional Berhad as Chief Financial Officer (“CFO”) in July 2006, a position he held before leaving in February 2014. He then joined Intrakomas Sdn. Bhd. as CFO in July 2016 and retired in August 2018.

Ms. Ang Hwui Tee was appointed to the Board of OIB as Independent Non-Executive Director on 22 November 2022. She holds a degree in Bachelor of Commerce majoring in Accounting and Information Systems from Curtin University of Technology. She is a member of CPA Australia and the Malaysian Institute of Accountants (“MIA”). Ms. Ang brings over 2 decades of corporate and banking experience and has played pivotal roles with accumulated expertise on programme management, business rationalisation, operational excellence, credit and finance, account management, audit and compliance.
Ms. Ang began her career as an Auditor with Ernst and Young PLT in 1997 where she was involved in statutory audits across diverse industries. She subsequently moved into eCentre, Arab-Malaysian Merchant Bank Berhad (later rationalised under Ambank Berhad) in 2000 where she oversaw finance related matters and subsequently took on added responsibilities in project management.
In 2004, she moved on to Hewlett-Packard (M) Sdn. Bhd. taking on various regional and global roles spanning across multiple disciplines including Credit and Collections Program Management Office, Account Management and Business Risk Management. Subsequently, she joined HSBC Bank Malaysia Berhad Risk Analysis Unit in 2013 and took on the role of Head of Credit Analysis Unit for Global Banking and Markets the following year where she held position until 2019.
Ms. Ang is also an Independent Non-Executive Director of Supercomnet Technologies Berhad.
